I finally got a reply back from my senator. It wasn't much, but it did show he acknowledges negative effects the ban has had on businesses and states that he is still open to alternative proposals. That's more than I had before. Below is the text:

As we near the beginning of a new legislative session in January 2004, I will remain open to reviewing proposals to modify the law to address any negative impact it may be having on businesses. In the meantime, the law includes provisions for local health authorities to grant waivers to businesses that feel they have been adversely affected by the law.
So keep fighting. The antis will burn enough bridges and eventually run out of steam. People will reflect on what type of society we have become and these bans will go the way of prohibition. These are exciting times we live in with such opportunity to strike a blow for freedom and liberty against those who seek to suppress them.
